Skilled Workers and Business Programs
Under the Canada-Quebec Accord, Quebec establishes its own immigration requirements and selects candidates who will adapt well to living in Quebec. Candidates selected by Quebec receive a Certificat de selection du Quebec (CSQ) and can then apply to the federal government for permanent residence.
The Programme de selection des travailleurs qualifies (PSTQ) has replaced the Regular Skilled Worker Program (PRTQ). This new program is designed to better meet the specific labour needs of Quebec.
The Programme de l'experience quebecoise (PEQ) ended on November 19, 2025. Applications are no longer being accepted under this stream. Candidates are encouraged to apply under the PSTQ.
This program targets business people who can contribute to Quebec's economy.
Note: French proficiency is a mandatory requirement for most business streams.
